How can admin retrieive BCC on specific user's e-mail?

How can an administrator retrieve the e-mail addresses on the BCC line from a
specific e-mail sent by a user?

you need to look at the original message in sent items on the server, once it
is sent, the bcc addresses are not contained in the message
