How 2 allocate (unallocated) free space on basic disk?

I have 4 GB on Drive C and 75 GB on Drive E and 70 GB unallocated. How do
I move the 70GB unallocated into Drive C thereby increasing the Drive C
memory?

You will not increase "memory" - you will increase space.

Unless you wish to do a clean install of Windows and partition the hard
drive as desired during the process (and a clean install will remove
everything), you need third-party partitioning software to do this.
Acronis Disk Director is a good choice. BootIT NG has a trial version
for free but it is very geeky to use.

How do I do a clean XP install?
I've installed P heretofor and don't recall the option to fi partitons or to
reformat.

Can you help me by telling me what to look for?

With the appropriate 3rd party partitioning software from boot media, move
the 75GB partition up to the end of the drive. Then, incorporate the C:
partition into the remaining space.

It is doubful you will increase virtual memory with this change. Real
memory will not change as that is a function of your RAM.

P.S. The hard drive is not your computer/PC...
