hover to show hyperlink list

I need help.....I simply want to hover a text and have it show a list of
hyperlinks perhaps in a layer or something. I can use a image if I have to
but I'd rather use text. When you hover over it, the list shows up, when you
move off of the text the list disappears. Can anyone help. I'm using
Frontpage 2004 and or Expressions web. Which ever is easiest.
