Hover Buttons not displayed

Hi All - Need some help, we have created an Intranet Web
Page using Front Page 2000. On only some work stations,
the hover buttons are grayed out. Refreshing will show
some and gray out others. Have searched the knowledge
base and have not found a solution that works for us
(have tried every suggestion). HELP! Any comments or
suggestions would be greatly appreciated.
