Hotmail's sent messages appear in the Personal Folders Sent Items.

I have a Sent Items folder in my hotmail account set up in Outlook. How can I
change outlook to use this Sent Items folder (where my hotmail inbox is)
instead of the sent items under Outlook Today (Personal Folders).
Seems like a strange default setting to me.

You can't. They'll appear only in the Hotmail Sent Items if you send from
the web interface.
A workaround is to add the email account to your view, group by email
account and copy the sent items to your Hotmail Sent Items folder.

Turn off saving sent items and create a rule that copies them there when you
send.
