Can someone please explain what a "Windows XP Hotfix" is.
I have just noticed it on my computer and would like to
know what it is.

Hotfixes are XP Updates. XP as default automatically does the updates.

The hotfixes are updates you have installed from Add/Remove Programs.
Do not remove or uninstall as that will also remove the fix.

However you can safely delete the uninstall files:
