"Hot swappable" question on external drive

On a USB external hard drive that is "hot swappable" in Windows XP, I know to
click the icon for "safe removal" first, but then can the unit simply be turned
off, or does the USB plug have to physically be removed from the PC's USB port?
Or once safely shut down, can all cables be left intact and simply switched on
next time I want to use the external drive? Thanks.

Just turn the drive off when you're done with it. You don't need to
disconnect any cables.
