Hot Spots ion a Photo?

I have a photo of several dogs on a page. Can I create a "hot spot" on each
dog that will bring up that particular dog's name when the mouse is hovered
on the hot spot? Or am I on the wrong track, and if so, is there another way?

Don't let yourself stay dumbed down Graeme.

The objective you are interested in learning about is actually called an
"image map" and there are quite a few image map editors and many tutorials
you can learn about
