I have a user that says that he accidently set some keystrokes to do certain
things and he just wants to set his keyboard back to normal. He can't tell
lme what keystrokes he hits but said that it will actually delete everything
he has typed.

Is there a way to set keystrokes back to the defaults?

If this is all to go by, then I would say that he has hit the Insert button
and toggled it into "overwrite" mode. Hit it again to change it back to
"Insert" mode again.
