Hot Keys Identifying Them

I have a program that enables me to use (crtl+alt) then 4 choices I have it
tells me all of them are already in use. How I can tell what is using them
and make a change to that program to free it use so I can use it in my new
program.

You do not need a program, Windows can do that for you.
