Hot Fix

I am a new user of XP and do not know what Hot Fix is and
when I saw the long list on the Remove programs, I
wondered if they should be cleared.

They could - but only if you wanted to go back to a less secure system with
less fixes applied from Microsoft to prevent you (or fix) from seeing
issues.

They are windows updates. Security patches and the like.
You should leave them installed.
