HOSTS file not working

I recently went to a mvp.org site and downloaded the
lastest HOSTS file that goes in c:\windows\system32
\drivers\etc.
But for what ever reason when I go to internet options
under security/restricted sites I am not seeing any of
the listing in the HOSTS file.

ANY SUGGESTIONS?

Both are different.

The HOSTS files listing will not be listed in the "Restricted Zone". TCP/IP looksup the name in the Hosts file to resolve it to an IP address. Whereas the "Restricted Sites" listing is applicable for Internet Explorer.

Ofcourse, both methods are used to block certain websites/domains.
