homepage changes

My homepage on IE changes everytime to:
C:\Program Files\NIEUW2\Portal\portal.html
I tried deleting this file in my program files but it always comes back and
I don't know how to stop this. Any suggestions?
(Also tried changing homepage in internet-options)
I'm using windows XP home edition.
