For Win XP Home, is it possible to restrict all internet access for a
specific user account?

the current account name/password you use to connect to the internet was
probably set up and saved for everybody who uses your computer.

so delete the network connection you use to connect to your ISP. call
your ISP and ask them to change your account password. create a new
network connection Manually. (do not choose "Use a CD")

enter your account name/password, and uncheck the boxes labeled "Use
this account name/password for anybody who uses this computer" and "Make
this the default internet connection". when the dialog box opens to
make this connection, check the boxes labeled "Save this account
name/password for the following users:" and "Me only".

you can copy the shortcut for this connection to accounts you allow to
use the internet. do not copy this shortcut to accounts that are
prohibited from using the internet. do not give your password to
anybody. no accounts can make a connection to your ISP without the
password.

Thanks for the input but it's a T1. There is no user name and password
to connect to the internet.

the only free solution i can think of is to use NTFS permissions to
remove all access to all folders containing files which access the
internet ( browsers, Email clients, IM/chat programs, file-sharing
programs, AV conferencing programs, AV streaming programs, etc.)
