Home Portal Blues

When I first log in, an error message dialog box pops up
that says: "Home Portal Monitor: Cannot open debug file"
When I click OK, it then reads: "Home Portal Monitor:
Fail to initialize network access. Please log off and log
back on as administrator".

How do I get these messages to go away?
