Home page retention and favorites

My IE home page changes every time I reboot my PC. Also
sometimes it chages even after I just log on without
rebooting.
In addition I get a "million" of new favorites insatalled
every time i reboot. What do I do, please help, it is
getting really anoying, some of the home pages and
favorites that I get are extremely offensive...
