Home Page Keeps Changing

I have my home page set by default to my ISP's website however whenever I open IE I get a webpage called about blank with nothing on it. I go into internet options and click on set to default under home page and it will stay until I exit and reopen IE which I then get the about blank page again. I am also having problems with copying bodies of text from webpages, it doesn't seem to register the keyboard shortcut to copy or the right-click one
