Holiday Calendar Creation

I need to build a holiday calendar/table for referencing time off. This calendar though, needs to update either automatically or manually using the system date as a pivotal point in determining which holiday is the current one.

The current Holidays are as follows:
New Years Day Eve 2004 Dec 31, 2003
New Years Day 2004 Jan 1, 2004
Easter Sunday 2004 April 11, 2004
Memorial Day 2004 May 31, 2004
Independence Day 2004 July 4, 2004
Labor Day 2004 September 6, 2004
Thanksgiving Day November 25, 2004
Christmas Eve December 24, 2004
Christmas Day December 25, 2004
New Years Eve December 31, 2004

Is it possible to have functions update/create a table that will list these and subsequent equivalent future Holidays? If there is such a possibility, can anyone capable of assisting help out with this one?

Formulas for most of the Public Holidays.

One complication is where a Public Holiday falls on a weekend. You
have to check on the position regarding a substitute.
