HLOOKUP/VLOOKUP/MATCH or what?

I'm new here so excuse me if I'm not in the right forum. I am attempting to create or use a formula to find a specific number (or closest match) in an existing table, then insert the row or column value into the specified cell. I can explain this in more detail, but I thought I'd wait to see if I'm in the right place.

You are in the right place
you can use vlookup if the data is left to right
