himem.sys does not load high

I am trying to get maximum memory for DOS applications
running under WIN XP Home edition. I have set
_default.pif to Auto for all Memory. However, the load
high command for items such as himem.sys does not work and
it along with other software wind up in lower memory. I
have also reviewed Config.nt and Autoexec.nt to insure
they are set correctly.

Any ideas?

FROM WAY BACK MEMORY, so it maybe rusty...
so roughly speaking....
Himemsys and emm386.exe are two that CANNOT
be loaded into high & UMB area as they are the programs that
put the other stuff up there.
Himem.sys and Dos = high command....area between 640 -1024K.
Emm386.exe used gain access to UMB area above 1024 - xxxx

Is this the best way to be doing this to get best operation of DOS programs.
I thought that XP handled these things with its compatibility stuff!!!

Wouldnt XP be similar to Win 98 in that if you can boot to XP without a DOS
config.sys and an Autoexec.bat it runs in a much more efficient manner.

I understood that XP actually didnt use DOS as a base anyway!!!,
so why have dos commands to set it up??
