Microsoft Gump XP

I'm trying so sort out a problem for my cousin..

They gave me their computer to 'fix the internet connection' because
there were loads of adds and the connection wasn't working correctly.
Simple, I thought, I'll just virus scan and then run spybot Search and
Destroy.

The Virus scan turned up about 10 viruses, and Spybot S&D turned up
countless other bits and pieces, all of which are cleaned.

Or so one would be left to believe.

But the thing is still hijacked. The home page keeps changing to
something else (an add page), and there are still popup adds
appearing.

The machine I'm working on has SP1 installed, and I assume a lot of
the updates since then. Does anyone know what I should do?
