I'm not entirely sure what you question is, but if you are
talking about Conditional Formatting, you can change "Cell Value
Is" to "Formula Is" and enter a formula. If the formula returns a
non-zero numeric result, the format will be applied.
not sure I really understand your question. However, if you are saying you
want to change the format of one or more cells depending on the value of
another cell, have a look at Formatting | Conditional Formatting...
