High Pitched Fan Whine is there a remedy

I am experiencing some high pitched fan whine coming from my computer. It is
approximately 1.5 years old. Is there any easy remedy other than replacing
the fans. I have identified three fans in my PC:

Radeon 9700 PRO Fan
Power Supply Fan
CPU Fan

The system is a Dell 8250 PIV 2.6 GHZ. Is there an easy way to identify the
culprit?

In other words, no.

Just make sure if you buy one of those kits you don't get a power supply
that can't run your computer.

i.e. if you have 350 or 400W now, don't buy the kit with the 300W power
supply, or you might get burned.

Well is is a DELL, they use propriatry parts and another power supply
won't fit.

There are adapters to let you use a non-Dell power supply in the computer.

You can also get a replacement internal fan for the power supply itself, if
you have the balls to open a power supply up and risk getting a huge shock
by shorting the capacitors....on yourself.

As for Radeon and CPU, you might do something. Powersupply you have to get a
new one.

You COULD try to manually lubricate the faulty fan. I did this with the fan
on northbridge of Abit Kt7A 3 weeks ago, it's working fine. Remove the fan
from heatsink, and remove the sticker on back of
it. Drop 1-2 drops of a good oil ( i tried olive-oil, it's working nicely).
Re apply the sticker and put it back.
Remember: This gives you only some extended lifetime. You will need to
replace the fan in about 1-2 months max after doing it.

PCpowerandCooling make PSU's for Dell computers too. I hear they are very
high quality PSU's too.

Depends on the Dell. Some have cases shaped and sized so that a non-Dell
power supply won't physically fit into the case.
