if you are comfortable with the registry, look for this,

NoFolderOptions
in
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

If the Nofolder option is there, either set the DWord value to 0, or better
yet, delete it.

I went to the website and downloaded the required "viewfolderrestore"
option, however it told me the administrator has locked editing the registry.
I am the computer administrator..am i missing something?

Have you tried logging on in Safe Mode?

Access the Administrator in Safe Mode to make changes. You
should use the Administrator only to make changes to other
User Profiles including any having the powers / rights of an
Administrator.
