For a disk based web it is in:
C:\Program Files\Common Files\Microsoft Shared\Web Server
Extensions\40\_vti_bin
for extensions version 2000
and in
C:\Program Files\Common Files\Microsoft Shared\Web Server
Extensions\50\isapi
for FrontPage extensions version 2002.
In a server based web it lives in the _vti_bin folder for the website.
That said, it's not a file you can do anything with manually.
It's needs to be managed using the IIS management panel or the server
extensions administrator in
Control Panel > Administrative functions.
