Hidden Data Removal Tool

After using the hidden data removal tool, can the final document be a
read-only document? If it is emailed to a second party, will he/she be able
to alter it?
 
There is no way on earth that you can prevent anyone from editing a document
that you allow them to see. eg They could save the revised document with a
new name then delete the original and rename the copy.
