As the machine goes into HIBERNATION it immediately restarts. The fan in the
machine never stops. The same thing happens going into STANDBY. Windows
restarts properly, as if it went properly into HIBERNATION.

Perhaps some driver is crashing. Try turning off Automatically Restart.
You will find in in System Properties, Advanced, Startup and Recovery
settings button.

Did that. Still have the problem.

Am I to infer that you did not get a Blue Screen? Then the problem is
you have some hardware set to wake the PC up. Go thru the device manager
and disable wake up for any thing other than the keyboard. (NIC, modem,
mouse, USB etc.)

When trying to hibernate:
I get the blue screen: Going into hibernation.
Then I get the blank(Black) screen showing that hibernation has started.

Then the machine restarts immediately, with the normal hibernation start:
RESUMING WINDOWS.

If you think it's a hardware problem, how do I get to the device manager?

Please open Windows Help and support, and use Device Manager as the
search term. (otherwise look in System Properties, Hardware)
