Is there some logic as to which running programs will (or won't) let the
computer hibernate automatically - say after 20 minutes.

The logic is:
- Programs generally do not, by design, prevent hibernation (if some are
meant to, it's new to me)
- Programs often install drivers, these drivers often have bugs. Buggy
drivers are usually the cause of a machine not being able to enter
hibernation/standby
