Hi-light an area on top of a jpeg image

I'm trying to hi-light a rectangular area on top of a jpeg image using a
layer with a background color such as yellow. When doing this the yellow
covers up everything I'm trying to hi-light. I've tried setting z to 0
and -1 but I get the same results. Is there another way to do
this?

Do it directly to the image file using an imaged editor..like Photoshop or
Photoshop Elements, or whatever your favorite image editor is.
