windows and CA anti virus crash when accessing this file. Just opening the
file causes system to reboot.

Google is your friend. Congratulations! You're infected. Reformat and
reinstall!
 
Why are you "accessing" it to begin with? What does CA Support have to say
about it? Are you sure that KB number's correct?

Configure CA to neither monitor nor scan WINDOWS\$hf_mig$\KB944338
The cause of the the system reboots is CA AV, *not* XP itself.
Either it's an outdated version of CA AV or it's definitions are
detecting the files in $hf_mig$\KB944338 as a False Positive.

It was an update to the jscript and vbscript .dll files from August 08.
The files in $hf_mig$\KB944338 are checked when an update to either of
the scripting .dlls is done to ensure the proper branch is applied.
Do *not* delete any folders located at WINDOWS\$hf_mig$ !!!
