We have a Dell PC with Windows XP Home edition.
once you put in your username and password it comes back to the login screen
tried to go in to safe mode and the same problem.
Can anyone point me in the right direction as to how i can fix this problem
(i don't want to reinstall, as it will loss all my date... "no backup" so i
need a backup before i reinstall.

You can save your Data using Knoppix:

Download the above Knoppix Live CD ISO file.

Download the Vista Burning software from the above link.

After installing above ISO burning software, right-click on Knoppix ISO
file, make an Image disk.

Knoppix does not install on your PC; just uses your PC's resources, RAM,
Graphics, etc.

Plug in a Flash Drive/Memory Stick, boot with the Live CD, and you should be
able to read your Hard Drive.
Change the Flash Drive Properties from read only.
Copy your Data over to FD

If you can't log on in Safe Mode and Last Known Good Configuration doesn't
work, then you can only get into the system by booting into a rescue system
such as a Bart's PE or a professional tool based on the now-extinct ERD
Commander (which was extremely expensive when it was available).

As Mick said, back up your data first by using a Bart's or Knoppix. Then try
a Repair Install of Windows. If the Repair Install doesn't work, do a Clean
Install and start over.

If you can't do the work yourself (and there is no shame in admitting this
isn't your cup of tea), take the machine to a professional computer repair
shop (not your local equivalent of BigComputerStore/GeekSquad). A competent
professional will be able to retrieve your data.
