HELP - XP cannot start up

Does anyone have any suggestions on why XP cannot start up?
When I turn on my PC, PC keeps running without any reason, the harddisk is
running, when I run under safe mode, the harddisk keeps running for a long
time before I can use it. It should be nothing running under safe mode, does
anyone have any suggestions what is running behind OS?

Use process explorer and see if there is anything suspicious, which
program is taking up the system usage etc.

When I run scandisk and defragment, it works fine now, does anyone have any
suggestions what is going on?

Can u please clarify wots going on...As in wot do u see when the pc
boots up...

Blue screen,Black screen with/without blinking cursor..any error.,blank
blue screen.or simply the monitor..as if turned off???
