Help with silencing sound

I'm a high school computer teacher with 30 noisy pc's in my lab. How can
I reduce the max volume or mute the sound without removing ribbons?

Why not just disable the sound card? Or do as we do in our school's
computer lab and purchase headphones.

Wait.. Let me get this straight.. You're a computer teacher, and yet you
can't come up with at least one way to do this? I can think of at least fifty
to both turn down and mute the volume (without the user being able to change
it back)

OK well fifty is exaggerating, but u get the point

I KNOW how to remove the ribbon or take the sound card out! Neither of
these options is permissable by the schoolboard. I know it is possible
to change some software settings because a tech did it in another lab,
but did not tell me how. If someone knows the steps please reply.

I didn't say to take the sound card out; I said to disable it. Control
Panel>System>Hardware>Device Manager. Find the sound hardware, right-click
on it, choose "Disable".
