Help with inserting picture

I've been struggling with this for sometime and can't seem to get it right.
I've asked a couple of questions about this and gotten some replies but
still I'm struggling.
I like to create my own backgrounds for my web pages. In most instances I'm
okay because I'll add text or maybe a table (?) or something that will allow
me to make hotspots for hyperlinks. This is what I'm stuck on right now.
I have an image in jpg. format, that I created using MS Photodraw. There
are three circles in this image and I'd like to use each one as a hotspot.
The problem is if I insert it as a background I can't use the circles as
hotspots. If I insert it as a "picture from file" I can use the circles as
hotspots but I can't get the size of the image to cover the web page
correctly. When it shows up on the web page the scroll bar on the side
allows for it to be pulled down far enough to expose just white space.
I hope I'm making sense and communicating the situation correctly.
How do I fix this problem? I've resized the picture many different ways but
can't seem to find the right size.

A background image can not have any hyperlinks, etc. attached to it.

The URL you left does not seem to be valid.

You can't link from a BG image. Also, creating an image map with text as
you did on one of your other pages creates some problems. First, text
inside an image cannot be read by search engines so you're hurting your
site by doing that especially if the page contains no other text content
to index. Second, text inside an image can't be viewed in a text reader
nor can the text size be adjusted by a visitor so you're compromising
accessibility. Third, text turned into a jpg can make the text fuzzy or
blurry especially at the higher jpg compression rates that might be
needed to control file size. A non tiling jpg image would need to be
fairly large in file size to use as a background, so text issues aside,
load time is something else to think about.

The purpose of a BG is to enhance your site, not overload it. It should
remain in the background and in most cases, the simpler the better. Also
better to concentrate on presenting your content in the most accessible
user friendly way that loads fast.

I've done what I can to make things work. I 've never had any training or
classes on FP so I can't make thing work correctly but it seems I can finds
ways to make it work that are not by the book.
All I really want to do is create web pages and links to files and other web
pages.
I'm open to suggestions.
