Help with "Insert Item" and choosing a contact in Outlook Contacts

I want to be able to email contacts to people both inside and outside my
company.

When I create a new message in Outlook 2003 and I click on the arrow beside
paper clip icon to select "insert Item"
I then choose contacts and attach a contact to my new email. When I send
this email to somebody outside my company they do not get a vcard, instead
all they get is a blank message attached.
Does anybody know why the vcard/contact would be stripped and replaced with
a blank mail message?
Please advise

Make sure you create the message in rich-text format and set the user's email address for rich-text if they're outside your company.

After trying all this it still doesn't work. I have tried this at three
different companies and the results are always the same...... when I "Insert
Item" and select a contact, it always gets replaced with a 2k email
attachment at the other end.
Even when both sending and recieving are using rich text.
any more suggestions?

Did you check the recipient address setting? It's also possible that the server blocks rich-text content. In that case, you can use Plan B: the Forward as vCard command.
