help with AD

I have a scenario of 70 users with one windows 2000 Advance server DC
whichhas DHCP, DNS, IIS, ISA SERVER 2000 complete windows is updated with
Dot.Net 2.0 loaded on it

all users have custom passwords, groups and profiles.

the problem I am facing is power outage and due to that I have to redo the
whole DC all over again
I have tried LDIFDE and CSVDE I successfully get the Active directory
exported when I import the users to a fresh server it gives me SAM errors

1. is there a way to have my Users added to AD in a batch process and if
there is will I get to add the groups also in a batch process
2. if there is a short way to create user accounts through web interface
what every it maybe I require a way if there is any how do I get it or do it
3. is there a way through which I can restrict a user through mac address
from logging on to the server and having accessing to the network resources

why don't you promote an additional domain controller for your domain, wait
until all the data is replicated, demote & rebuild the old server?
Why do you need to do an export/import operation?
