Help: Windows XP Image Resizer on Windows 2000

Can anyone advise if:

1. Windows XP's Image Resizer found in powertoys can be run with Windows
2000
2. If not...is there a way to make Image Resizer work with Windows 2000
3. If not.. Does Windows 2000 have a similar program
