Help Scroll bar

The scroll bar slams to the bottom of the page and any attempt to raise it up
with the mouse creates a rapid rolling of the page contents and it's
impossible to get back to the top of the page. Have checked for viruses,
spyware, adware, am current on updates, have Norton running as usual, no
games, hijackthis, all negative. Is this something to do with ActiveX or
Java or is there a file that controls scroll bar behavior that could be
missing. I'm at a loss and can't continue my work until this is fixed. Any
help or ideas would be appreciated.

Try upgrading your video card drivers. Get them from the device mftr.'s
website, not Windows Update. If you have an OEM machine (Compaq, Dell,
Sony, etc.) get the drivers from the OEM's tech support site for your
specific model machine.
