help plz

I have a A8V motherboard with a regon 9800 pro vid card . Upgraded to
e-Geforce 7800 GS and it worked good for to days and now i lag real bad. and
my computer is running real slow. Was told to reformat hard drive and start
over but cant get it to work. I made start up disk and have my windows disk
and cant get it ot reformat . IS there a better way to fix . Iam kind of
newbe at this so if you help plz make easy to understand .
