Help Please

recently, For some reason i keep getting an
error "Runtime error 5
at 017471cc" Every couple seconds. ive tried restarting
my pc, but that does not help. Ive ran anti-virus and
installed updates but no help there. Ive also restored
my pc to an earlier time using system restore and it
still displays the messege. i Just need help plz. i
cant get rid of those errors. they keep popping up
everytime i close them. Also these are not the internet
explorer "debug" errors, although however on the icon of
the error there is the "internet explorer" icon. Also i
cant seem to un-install internet explorer through my add-
remove progs, it says that it cant for some reason.
Anyone can please help?
