One User can't send from Outlook to her SMTP server.
Outlook reports SMTP error codes 800ccc60 and 800ccc13.
User's machine is XP/pro/sp1a machine running Office 2000 SR-1,
including Outlook. This is an internet-only desktop, one of many on
our site. All have the same internet connectivity and SMTP/POP server.
Non of the others have email problems.
MS KB# 312349 describes this problem but states that it's for Outlook
2002. It says that it's a version skew problem between Outlook
Express and Internet Explorer (!!) on the machine and suggests that we
install the "latest version" if IE, hack the registry, and reinstall
OE. This KB article was last reviewed in 8/2002 so I expect all the software
involved has been updated since them

Implementing the fix does not solve the users problem.
netstat and event viewier show no error on her machine.
Can someone please advise what I should do ?
