HELP! Network issue

I have a server with two NICS
They are working properly, the problem is, Windows cannot
see them. If I right click on Network Neighborhood, all it shows
is make new connection. If I go that route, its only suggestions
involve the dial up. It's as if something is missing/got deleted from
Windows. How can I get it back? I need to change the IP address
of one of the cards.I even tried netsh, but it doesn't like the name of the
adapter
(I got the name from device manager)

Is the internal nic on top in the bindingorder (Network Connections,
advanced, advanced)?
Gateway on internal nic is blanc, right?
DNS on both internal and external nic is pointing to your server-IP, right?
