HELP!!!!! NEED HELP WITH MSCONFIG

A few weeks ago I disabled "workstation" in the computer management/ services. this of course disabled all the dependant programs like "alerter" and programs that were dependant on them, one of wich is the modem driver. I posted a question for help and followed the instruction
Go to Start > Run and type: MSCONFIG , and hit enter
Under the General tab, check "Normal Startup - load all device drivers and services"
click "apply" and reboot

The "apply" option was not available. I posted another question on the 1st and haven't gotten a reply. Doesn't any one know?
 
Doesn't anyone know what? How about turning the service back on, or using
System restore. Do not get mad at us, nobody here gets paid, ya know. You
can also go back to msconfig , to the startup option tab and select Enable
All. Same result! not a good idea to turn off services unless you really
know your stuff. But, I guess you realize that now.
