It may no longer be receiving power. You could power off the PC, open the
case and make sure the power connector (generally white and about an inch
and a half wide, and likely the closest cable to you) is securely connected.
If it is and it still won't flash (even when starting the PC) then you may
try another power connector, if one is available in the machine. Otherwise
your drive may be fried.
Get a paper clip - unbend / straighten it and stick it in the small hole on
the front of the CD drive. That will manually eject the tray. Your drive
might be fried, but at least you'll get your CD back.
Make sure it still has power. Keep in mind that CD drives do die without
warning.
