Help fix "Cannot find VB40016.DLL"

My computer is two days old and already when I boot up it
says "Cannot find VB40016.DLL". What is this and how do I
fix it? Also when I boot up I get another error
message that says "cannot find C:\Windows\Temp\MSETUP.exe
or one of its components". Please help!

VB40016.dll is a library file used under earlier windows 16 bit programs.
You can find it at www.dll-files.com . At that location you can get most
other earlier dll files.
