HELP can't install XP pro

My little brother messed up my XP by installing lots of
random programs and porn etc...lol :>

So i formatted the pc with 98 boot disk then ran the XP
installation but a Blue srceen comes up saying '
IRQ....less or equal...' something like that! and requires
reset! Also., my pc can't restart itself everything shuts
down but the system halts when trying to reboot1
