Help and support not working

I've tried the other suggestions offered by previous contributors however
these have not worked for me. maybe my issue is slightly different. Also, I
don't think I have dreamweaver on my computer.

Anyway, my problem is that when I click on Help and Support, I get the
following text in the little window that pops up. If I type in a subject and
search, I still get this message.

"Help Topic Not Found
This content under construction
We were unable to retrieve the requested topic."

When I click on "ASK" I get this message which is all jumbled together.

"__elbasuer__Use Windows Remote
Assistance%25systemroot%25\system32\msra.exeClick to open Windows Remote
Assistance to get help from a friend or to offer help.Post a question or
search for an answer online in Windows communitiesGo to www.microsoft.com and

always starts with : __elbasuer__ and then a load of text with no contextual
links nor new paragraphs, indeed impossible to use.

I have never installed Dreamweaver and I cannot ever remember help and
support working so I don't know what it should look like.

Those old applications which used .hlp files are working after I downloaded
the KB917607 fix.

Can anyone help, perhaps Microsoft or is that wanting a miracle?

I have tried the link in the above suggested solution and this did not apear to do anything. I tried running "Windows6.0-KB917607-x86.msu" on the system but this come up with a statement that this does not apply to my system. I am using Vista Home Premium 32bit so I presume that the file "Windows6.0-KB917607-x64.msu" is not for this system either. Any ideas?

.... View source shows XML source but when I do it on another machine it is
HTML instead of an XML Document.

I did some testing and created a new account. The problem still exists under
a new login.

I enabled the Administrator account and logged in under that profile. The
help worked fine but I got a warning when I first logged in about the account
being a temp account.

I wonder if it is a security issue or a reg setting in the current
user/default user that is causing the problem.

I do not have DreamWeaver installed. I have tried to run the fixes for that
as a possible fix.

Jim,

To check if this is Permissions problem, you may use Process Monitor from Microsoft.

Process Monitor v1.12:
http://www.microsoft.com/technet/sysinternals/utilities/processmonitor.mspx

Run Process Monitor and start monitoring. Start Help and support, and see if there are any ACCESS DENIED events registered in Process Monitor.

I ran Process Monitor and find Access Denied events. These did not appear
when I logged in as Administrator. I am a member of the Adminstrators group.

Process Monitor v1.12:

Run Process Monitor and start monitoring. Start Help and support, and see if there are any ACCESS DENIED events registered in Process Monitor.

I did some testing and created a new account. The problem still exists under
a new login.

I enabled the Administrator account and logged in under that profile. The
help worked fine but I got a warning when I first logged in about the account
being a temp account.

I wonder if it is a security issue or a reg setting in the current
user/default user that is causing the problem.

I do not have DreamWeaver installed. I have tried to run the fixes for that
as a possible fix.

1) The exact problem that the help is in plain text. No images, no links,
.... View source shows XML source but when I do it on another machine it is
HTML instead of an XML Document.

2) When I click on ask I get "__elbasuer__Use Windows Remote

I have exacly the same problem. Also when I use help from, say IE7, it
always starts with : __elbasuer__ and then a load of text with no contextual
links nor new paragraphs, indeed impossible to use.

I have never installed Dreamweaver and I cannot ever remember help and
support working so I don't know what it should look like.

Those old applications which used .hlp files are working after I downloaded
the KB917607 fix.

Can anyone help, perhaps Microsoft or is that wanting a miracle?

I went through all the security errors and added my name instead of the
administrators group. Help started working. I believe the Administrator and
User groups are corrupt. Is there a way to check the GUIDs on these 2 groups
and see if they are invalid or in error? Should I reinstall to fix all this
mess? That will not be fun!

To check if this is Permissions problem, you may use Process Monitor from Microsoft.

Process Monitor v1.12:

Run Process Monitor and start monitoring. Start Help and support, and see if there are any ACCESS DENIED events registered in Process Monitor.

I did some testing and created a new account. The problem still exists under
a new login.

I enabled the Administrator account and logged in under that profile. The
help worked fine but I got a warning when I first logged in about the account
being a temp account.

I wonder if it is a security issue or a reg setting in the current
user/default user that is causing the problem.

I do not have DreamWeaver installed. I have tried to run the fixes for that
as a possible fix.

1) The exact problem that the help is in plain text. No images, no links,
.... View source shows XML source but when I do it on another machine it is
HTML instead of an XML Document.

2) When I click on ask I get "__elbasuer__Use Windows Remote

May be you can create another user account with admin privileges, if you don't mind losing the customizations in the existing profile. That's the easiest option I can think of.

I went through all the security errors and added my name instead of the
administrators group. Help started working. I believe the Administrator and
User groups are corrupt. Is there a way to check the GUIDs on these 2 groups
and see if they are invalid or in error? Should I reinstall to fix all this
mess? That will not be fun!

I have tried following you discussions here and will also try the Monitor as well. However, I have just activated the Guest log-on feature (was always logged on to Vista as Administrator) and checked the "Help and Support" feature here. This apear to work OK as a guest. Logging off and back in as Admin I have the same poblem with the Help and Support not working. Any ideas? Or would the above process be the best? As you say I could activate as much control to a new user account as possible.
