Help and Support Center Not Working

Hello,
The problem I am having is with the Windows XP Home
Edition Support Center. I cannot get it to run. When I
select Help and Support from the start menu, my hard drive
cycles briefly then nothin happens. No error message and
no program starts. I have a DSL connection to the internet
and all my web browsers work fine. I have already run
windows update with no change in the problem. It does
appear that all my windows services are running. Does
anyone have a suggestion?

and if that does not work

To reinstall Help and Support: Go to
C:\Windows\inf\pchealth.inf. Right click and choose
install. Have your CD handy.

This is a hidden folder: Go to Start/Run and type
in: control folders. View: Show hidden files and
folders and uncheck Hide extensions for known file types

Last, go to Start/Run and type in: helpctr - regserver
