heatmap question

I want to create a simple heat map, where by cells are coloure
different shades depending on how far (percentage wise), they are fro
a budget.

i.e. i have a budget column and 3 different forecast columns. If
forecast cell is 0-5% from budget it will remain transparent, if it i
5-10% it goes yellow, 10-20% orange and over 20% Red.

I know that condiational formatting could be used, but i can't figur
out how to do it when you consider that you may get negativ
percentages.

Any ideas would be gratefully receive

If the cells can be negative, what coloration do you want?
