Using Word2003. I am working on a document created by someone else and they
inserted headers and footers. I can remove the text inside them but not the
placeholders for the headers and footers themselves - I can't even select
them when I use View, Headers & Footers.

Yes, I did look for any hidden text and/or formatting - nothing found. Any
further suggestions?

What do you mean by placeholders? What exactly are you trying to get rid of?
What is it that you can't select?

If you mean there's a paragraph mark you can't get rid of, try formatting it
as 1pt or making sure it has no Space Before or Space After (via Format |
Paragraph). Usually that paragraph mark doesn't interfere with anything,
however. So why are these "placeholders" causing a problem?

Alternatively, just copy the main text into a new document.

If you choose View, Header & Footer, you will see a dotted outline of the
header and footer on the page - and it takes up some space at the top and
bottom of the document - this is the placeholder I am talking about. It has
a paragraph mark and then some space below the paragraph as though you have
hit the enter key. I have reduced the size of the paragraph mark within the
frame and this reduces the size of the box somewhat but not all the way. I
did try to copy and place the text into a new document, but it's a table
with different sized info and it does not copy over cleanly. I just can't
believe there is no way to get rid of the blank header and footers
themselves.

Right, I see what you mean.

Go to File | Page Setup | Margins and mess with the header/footer margins
and the document margins--that dotted line reflects the space made available
by the margin settings. If you set a smaller top margin, an empty header
will automatically shrink out of the way of the top margin. Once you have
minimized the margin settings, set the paragraph mark to 1pt.

Did you make sure the paragraph mark in the header/footer doesn't have any
Space Before or Space After attached to it?

In Word 2002 and above, a document that has ever had a header or footer will
always have an empty paragraph in the header and footer area. It sounds as
if your header paragraph has some unwanted formatting (Space After). If the
paragraph is still in default Header style, pressing Ctrl+Q will remove
this. Or you could use Ctrl+Shift+N to apply Normal style. This will help
some.

Beyond that, as Daiya suggests, you can reduce the top margin, but you
should also reduce the header margin; in Word 2003, this is no longer on the
Margins tab of Page Setup but on the Layout tab. If you have no header, you
can reduce the header margin to 0".
